Re-release of v3.10.1-debank-1 with a reachable go-ethereum submodule pin.

v3.10.1-debank-1 shipped with the go-ethereum submodule pointing at bba6128a4453, which only existed on the unmerged merge-ad96ae4-for-v3.10.1 feature branch of chaintable/go-ethereum-arb. The image itself was fine (go-ethereum code was already baked in), but the source was not reproducible from the default branch.

This release pins go-ethereum at 02cb8eb090c9 (chaintable/go-ethereum-arb v3.10.1-debank-2, which is the merge commit of the same content into the debank default branch).
