Fixes pushBlockChange nil pointer panic on backup writers (is_backup=true).

• Chaintable/go-ethereum-arb#21: gate pushBlockChange on leader status (mirror chaintable/go-ethereum)
• #23: bump go-ethereum submodule pin

Verified on lihe-dev:

• backup writer (snapshot EBS): syncs without panic
• leader writer (seeded topic): pushes to Kafka normally
