DeBank live-tracer layer on upstream OffchainLabs nitro v3.11.1 (brings ArbOS 60/61 support).

Two-level merge:

• go-ethereum submodule: Chaintable/go-ethereum-arb#25 (551f0b3247)
• superproject: #31

Verified on a backup writer (snapshot-restored, is_backup mode): independently synced to the canonical tip (lag=0); blockhash sampling and trace_debankBlock output byte-parity with the production writer. See docs/debank/merge-v3.11.1.md.
