EasyTier Release failed with "no artifacts found": core.yml's
fkirc/skip-duplicate-actions decided dfddbbd4 touched no core-relevant path
(only Android Kotlin + the ohos lockfile), so every build job was skipped —
yet the run still concludes `success` with zero artifacts. assemble.yml's
latest() only filtered on conclusion=="success" and therefore handed that
empty run to release.yml as the core source. The same mismatch is why the
previous EasyTier Release runs failed and why GitHub still has no release
for v2.6.4-chance.1.
- assemble.yml: latest() now walks the newest successful runs of a workflow
and returns the first one that actually carries artifacts, so a skipped
duplicate can never be used as an artifact source.
- core/gui/mobile.yml: `should_skip` is now false for workflow_dispatch —
a manual dispatch is an explicit request to build, and it previously
produced an artifact-less "success" run that poisoned assembly.
Verified: all 16 workflow YAMLs parse with no duplicate keys, and the
assemble dispatch script passes `bash -n`.
