Bug reason:
Earlier, if "any" was found among "srcintf" and "dstintf", then "true" was set to the "isIntfContainsAny" flag and all sub policy layers were skipped,
Solution:
Changed it so that only those in which "any" was found are skipped, and the rest in which there is no "any" are added
