First git tag for gtfs-scorecard. Fixes the previously-broken @v1 reference in the README/GitHub Action usage instructions — ChelseaKR/gtfs-scorecard@v1 now resolves to a real commit instead of nothing.

Live at https://chelseakr.github.io/gtfs-scorecard/. Composite GitHub Action (action.yml) for scoring a GTFS feed and gating CI on the result — see docs/ci-action.md for usage.

Note: a prior v1.0.0/v1 pair existed at one point and was orphaned by a history rewrite (see CHANGELOG.md's 2026-07-05 note); this release supersedes that and points at current main. This release is keyless-signed (Sigstore/cosign) via the tag's CI run — see the attached manifest, signature, and certificate; verify with cosign verify-blob.
