GTFS Scorecard v1.3.0

This release records the consumer feature finder, translation measurements,
mode-aware scorecards, ungraded ferry profile, reviewed global ferry cohort,
and the auditable European GTFS beta gate that shipped after v1.2.1.

It also makes global feed curation safer:

  • scorecard sync omits authentication-gated Schedule feeds and identities
    already tracked by Mobility Database id or normalized URL;
  • strict registry lint blocks duplicate canonical feed ids and URLs;
  • structured reuse reviews cannot be dated in the future; and
  • exact Mobility Database pins for four international canaries are repaired.

Scoring weights and public schema major versions are unchanged. The European
beta remains explicitly not ready until the published breadth, freshness,
location, reuse, and identity criteria all pass.
