AI API Gateway Platform - 将 AI 订阅配额分发和管理

main 分支合并后自动发版（提交 a6a9170）

  • fix(keys): 「查用量」改为先开空白标签页再导航，停用 Key 置灰，两个 spec 纳入 CI
  • fix(key-usage): 清掉用量页的订阅类型 / 钱包余额残留
  • feat(keys): 密钥列表增加「查用量」入口
  • docs: 记录 v0.1.183 生产上线并把裁剪进度更新到 2026-09-04
  • chore: sync VERSION to 0.1.183 [skip ci]
