Pre-quantized TexTeller INT8 model for Neo builds. Not an application release.

Upstream: OleehyO/TexTeller at 7b96df06b9d81cdb129c3bef68b7250bc3e2b0ea (Apache-2.0).
Includes encoder, decoder, configuration, tokenizer, original quantization manifest, license and modification notices. No inference runtime included.

Extract the texteller-int8 directory under apps/blackboard/models/. Verify SHA256SUMS.txt before use. INT8 numerical results can differ from FP32; no accuracy benchmark claim.
