docs(outstanding): v0.3 residual decision batch D-1 to D-11, queue #2587 under SC-10

Docs-only, one file: OUTSTANDING_TASKS.md. Two coordinator changes to the human-action file.

1. New section K, the v0.3 residual decision batch (D-1 to D-11). The alpha lane audited 15 open v0.3 milestone issues on 2026-09-04 (each audit adversarially re-verified read-only) and handed the coordinator the gates that need a maintainer answer. Section K turns them into eleven answerable items with lettered options, the default the agents take if nothing is said, and what each answer unblocks: #1984 column contract (D-1), #2499 provenance sub-rulings including the #2583 hardening and the now-feasible backfill (D-2), #2141 Legacy support and re-title (D-3), #1307 batch actions (D-4), the #1968/#2007 shortcut ledger family (D-5), #2009 night palette (D-6), #1284 (D-7), #2315 (D-8), #1940 (D-9), #1961 lane and parked branch (D-10), #2193/#2211 sequencing (D-11). Every file:line and issue reference was checked against the working tree or live GitHub before it was written; the one claim I re-verified in code myself (ProvenanceModelId body binding) is filed as #2583. The agent-decidable slices from the same audit are named in the preamble and are already claimed on the lanes without a ruling.
2. SC-10 addition: #2587 (CI-10 slice 1, Smart CI nightly coordinator, two new files, round-2 SHIP) queued for the maintainer's review by the beta lane, and a pointer that #2582 joins the queue when its PR opens.

No item ticked. No human decision inferred: every item stays open until a letter is recorded.

• MEDIUM, preamble: "the default the agents take if nothing is said" beside "nothing is built until its letter is recorded" could be read as standing authorization. Fixed: defaults are now "proposed defaults", defined as the direction the agents would recommend and not authorization to act; nothing is built, closed, moved or re-titled until a letter is recorded.
• LOW, D-8 (c): the sub-question had no letters while the defaults line answered by letter. Fixed: A = stays a milestone blocker, B = tracked residual.
• LOW, D-4 (a): batchProposalEligibility.ts lives under src/composables/, and the eligibility gates run to line 38. Fixed.
• LOW, D-4: docs/STATUS.md:263 is inside the block preserved as written on 2026-08-28, so the correction goes in a new dated block, not an edit. Fixed.

No further round owed: wording on the reviewed items, no new claims.
