OUTSTANDING_TASKS.md ticks SC-10 on the ruling's own closing condition.

Verified: all twelve SC-10 PRs carry a merge SHA (ten in the block, two in the row's preserved progress text), SHAs quoted twice agree, the SC-10 tick rests on the ruling's own closing condition (a maintainer-set condition with directly verified completion, the SC-11 pattern), #2751 and #2753 are stated as closed and parked, the corrections section supersedes rather than rewrites, no claim is retracted by the not-verified line. Fixed in 50c1290a1: MEDIUM-1 — the "always re-proven" quote was attributed to the twentieth block; it is the SC-10 row's annotation (the coordinator's recording after the #2728 review, not the maintainer's words), now said so; LOW-3 — the maintainer's post-hoc review of the twelve now has an explicit pointer in the ticked row. LOW-2 (the #2531 not-verified caveat sits under the Codex section) left as is.
