Maintenance release

This patch updates the Action and repository workflows to supported Node 24 action runtimes.

  • actions/checkout@v5, actions/setup-python@v6, and actions/upload-artifact@v6
  • self-hosted users need GitHub Actions Runner >= 2.327.1; GitHub-hosted runners are already compatible
  • package, CLI, manifests, and measured documentation report 0.1.1

Verified at this release commit: 84 tests, green and deliberately-red demos, hosted CI/action self-test, Dependency Graph, and no Node 20 deprecation/forced-runtime warning in CI logs.

The v0 compatibility tag now points to this reviewed patch release. PyPI publication and real provider adapters remain deferred; Marketplace publication still awaits the owner's agreement/identity step in HUMAN_TODO.md.
