docs: close public release records

Summary

• Record the completed English-only documentation migration checklist.
• Update the README's latest local validation counts to 69 test files and 426 tests passed, with one Docker-gated skip.
• Add the public default-branch merge and current release-readiness evidence to the release record.

Scope

This is a documentation-only closeout. It does not change executable source code, runtime activation behavior, credential handling, network access, Docker/microVM behavior, or remote Worker behavior.

Validation

• npm run check: 69 test files passed, 1 skipped; 426 tests passed, 1 skipped; type-check, lint, and build passed.
• npm pack --dry-run: 265 files; package preview passed.
• git diff --check: passed.
• Tracked Markdown language scan: 52 files checked with no Han characters.
• Public-tree hygiene scan: no personal paths or secret-like values found.

The Docker integration remains explicitly availability-gated and was not enabled.
