Expand to Actions now keeps the section row and nests the actions beneath it, so the section acts as a folder in the service order. Collapse is just a chevron toggle — nothing gets deleted, so edits to individual actions survive. Folder time comes from its children (no double counting in the order, print view, or lesson filter). Legacy sibling runs keep the old collapse button.
Fixes ChurchApps/ChurchAppsSupport#1009. Pairs with the Api PR that copies nested items on plan copy/templates.
