Add learn_more URLs to VPP registry and dashboard card

- Add learn_more field to VPPEntry dataclass, loader, and sensor output
- Populate learn_more URLs for 33 of 34 VPPs with informational pages
- Add outlined "Learn more" button to card YAML alongside Enroll button
