Stuttering on Apollo/Artemis when Sunshine/Moonlight works totally fine #942

I tried to make the jump to Apollo yesterday. For context, I've been using Sunshine for several years at this point with no issues. My host PC is 7800X3D and a 4090, streaming to an Nvidia Shield client (both connected to ethernet). If it's relevant, I have an Eero 6E mesh network (from what I understand, this doesn't really matter for fully wired performance and that lines up with my experience with Sunshine/Moonlight). My network looks like this:

Modem 5Gbps port -> Eero 6E Pro 2.5Gbps port, 1Gbps port -> Unmanaged switch -> Ethernet ports across the house. Both my PC and Shield are connected via another unmanaged switch on the other end, with the switch connected to the wall port. I have another Eero behind a Switch connected via a wall port upstairs.

With Sunshine and Moonlight, I get rock solid performance, 0 stutters whatsoever (assuming I'm on ethernet).

When I tried to switch to Apollo however, using the exact same settings in both Apollo/Sunshine and Artemis/Moonlight, I get so many frequent, disruptive stutters it becomes unplayable. From what I understand, performance with the same settings should be identical with identical settings, but that wasn't my experience. I used identical (mostly default) settings in Sunshine/Apollo. The only setting I change from the defaults is to enable IPV4+IPv6 in networking.

I also use a dummy HDMI for Sunshine and I use this script to switch my PC monitors on/off and switch the resolution for my Shield to 4k/60.

My Moonlight/Artemis settings:
4K Resolution
60 FPS
150mbps bitrate
Prefer lowest latency
All else: Default

I also use VirtualHere on the Shield which sends my controller input over ethernet to my PC instead of through Artemis/Apollo (this enables rumble + connecting controllers directly to the Shield via BT instead of a dongle is unreliable)

As an experiment, I tried seeing if it was maybe an Artemis problem and tried streaming Apollo -> Moonlight, but the stuttering persisted. Switching back to Sunshine fixed the issue.

Any ideas where this difference in performance could be coming from? I vastly prefer Apollo's handling of clients, and I actually found, weirdly, that Apollo performed better over WiFi than Sunshine (which is unplayable over WiFi for my network setup). I'd love to keep using Apollo but without reliable performance over ethernet it's just not an option.
