I've got an old TV that does not have any way of fixing it's overscan issues. I saw in the little menu that zoom/pan is a thing, but I don't think I can use that on the Chromecast (with Google TV). Also, the Chromecast doesn't have any overscan options.

It is not intended for fixing overscan. What you can do is requesting a stream with smaller width or height(not both!), matching the actual showing size of your screen, and set resolution override to the actual resolution for this client in Apollo.

I'm sorry, I'm not sure I understand. What do you mean by showing size? And what would the actual size be? Would this be something I could find out by connecting a laptop to the display and trying different resolutions? There's not much I can find about the TV on the internet (or in it's manual)

When there's overscan, the TV is only showing a cropped view of your whole desktop. You need to figure out the size in pixels of the cropped view.
