Summary

SUMMARY: Balance "Bookplate is now encumbering and inconvenient but maybe sometimes worth using"

Purpose of change

Bookplate was craftable armor that gave only 3 bash and cut protection so was rarely used compared to just wearing more clothes. It now has high encumbrance and weight, and the coverage is still only 80%, but a desperate survivor might sometimes end up using it now.

Describe the solution

Make the bookplate armor weigh 5790 grams. It now has 20 encumbrance. It still has 80% coverage. Its thickness has been increased so its bash and cut armor are 12. This means slightly better than leather protection if the enemy hits the heavy physics textbook strapped to your chest.
It's new simple armor value (https://github.com/CleverRaven/Cataclysm-DDA/wiki/Armor-balance)
= 0.25
It now take 1200 paper to craft instead of 300.

Describe alternatives you've considered

Removing the armor from the game

Testing

Loaded up the changes and checked that the crafting and armor values were correct, crafted it, had some zombies attack me.

Bookplate now requires more paper, is heavier and more encumbering, but gives some meaningful protection.
Since the armor is heavier it now needs more paper.
