feat: review workstation setup sources

Summary

Continue RFC 0014 by adding an interactive review step to setup workstation.

What changed

• allow users to skip suggested sources instead of always creating every draft
• review existing-profile collisions before writing
• support update, rename, and skip decisions during setup review
• reflect reviewed choices in the final workstation coverage summary
• add tests for source skipping, rename review, and deselected apply behavior

Notes

• this slice builds on the existing workstation plan/apply flow
• per-folder category grouping polish and richer UI can still follow later
• formal sub-issue attachment under RFC 0014: Epic / Tracking issue for workstation onboarding and profile scaffolding #130 is blocked by token permissions, but this PR addresses Add source selection and collision review to setup workstation #198 and continues the RFC 0014: Epic / Tracking issue for workstation onboarding and profile scaffolding #130 onboarding RFC work
