House rule: tests whose name contains "Live" are environment-bound verification tests and must not run in CI, so the PR Build workflow's test step now passes
--filter "FullyQualifiedName!~Live". Batch 8 renames the Windows-only tests to Live, which is what makes this exclusion necessary.
