ChannelWatch v0.9.12 - Dependency maintenance

Changed

  • Update the Python runtime, web UI libraries, build tools, container base images, and release actions to their latest stable compatible versions.
  • Install Python dependencies from reviewed constraints and pin container base images by digest so release builds use the versions tested for this update.
  • Mark v0.9.12 as container image update required because it changes Python and container dependencies.
