v2.3.0-rc.7

- Every 2.2.9 fix is now on the v2.3 line. rc.6 was cut before 2.2.9 shipped, and this candidate merges that release in. 2.2.9 is one change, to the Dockerfile RUN gate behind
request_body.build.allow_run_instructions: false. It applies onPOST /build,POST /libpod/buildand to the Dockerfile held for inspection on a BuildKit session. A heredoc word the gate can't follow now counts as a RUN: onADD,COPYand anyONBUILDline, an argument holding a<that isn't a plain heredoc word (<<NAME,<<-NAME, or the same with the name in one pair of quotes) refuses the build, because a terminator that isn't a plain word (COPY <<'A\' /x) could fold theRUNafter it into the terminator line. The gate also reads the file each way Podman's builder differs from BuildKit (one carriage return stripped per line, a doubled escape continuing the line, only the first character of# escape=read,# syntax=not known as a directive) and refuses the build if any reading has a RUN, and the backslash stays a candidate escape unless the first line is an# escape=directive every parser accepts. The JSON form of the syntax directive is recognized when another key holds a number too large for a float, and when the key is given as a string and then asnull. None of it lands differently here. The scan is 2.2.9's source unchanged, and a long continuation is still built up without recopying it on every line, as it has been on this line since rc.1. rc.6 reads a Dockerfile exactly as 2.2.8 does, so it's affected the same way. rc.1 to rc.5 ran this line's earlier scan and are affected too, with one exception: a heredoc terminator that reads as a comment (ADD <<#A) only got past rc.6, because the earlier scan didn't drop a comment line inside a continuation. As on 2.2.9, a Dockerfile with ordinary heredocs (<<EOF,<<-EOF,<<'EOF') and no RUN still passes unless a heredoc body line starts withadd, copyoronbuildand contains a<, and a deployment that allows RUN is unaffected. The configuration reference'sbuildrow says the same. The 2.2.9 entry below describes each one and how it was confirmed against BuildKit's parser and Podman's builder library.
