Make submit-benchmark-result the single owner of submission validation and upload:\n\n- remove the user-facing intake-test option from API and CLI run skills\n- delegate official validation/upload/scoring/PR reporting to the submit skill\n- retain local validation only for local-only runs\n- route existing submission.json files directly from run-benchmark to submit-benchmark-result\n- keep add-agent-harness independent\n\nValidation: 240 passed, 4 skipped; all four related skills pass quick validation.
