Allow scrolling through configurtion sections #969
Description
Many configuration sections only contain very few options, wasting lots of space and introducing unneeded friction when searching for some configuration option.
Left side click should snap scrolling position.
Add support for section folding, by default true for decompilation implementation options.

As a little bonus, can tree behaviour be modified to toggle expand state when clicking on an expandable node + not expand all categories by default?
