I have language settings in Nextcloud set to German, and when editing a spreadsheet CODE uses the correct number separators („.“ for thousands and „,“ for decimals, in compliance with German writing rules).
However, as soon as I export the .odt document to PDF format, I get „,“ for thousands and „.“ for decimals, i.e. English locale.
I see no way of setting the locale used for PDF export in CODE – it should simply match the locale used for interactive editing.
