Build fix release.

Fixed

• Revert tailwindcss to v3.4.19 (build): the v1.2.4 Dependabot bump to
  Tailwind v4 removed the tailwindcss CLI binary, breaking the build:css
  step run by prepack during npm publish (tailwindcss: not found, exit
  127). Pinned back to v3.4.19 to restore the CSS build. A full Tailwind v4
  migration will be handled separately.

Note

• npm has no 1.2.4 (its publish failed on the issue above); npm goes
  1.2.3 → 1.2.5. Docker/GHCR 1.2.4 images were published and remain valid.
