The monorepo has been broken up into per-component repos under the ComlineProject org. This replaces the stub README with a map from the old directories to their current repositories ahead of archiving.

Prep for archiving this monorepo. Replaces the stub README with a map from the old directories (core/, codelib-gen/, runtime/, package-manager/, package-server/, the former comline/) to the per-component repositories they now live in, plus a note that the crates.io comline 0.1.0 placeholder was published from here and the real CLI is now ComlineProject/cli.
