Release v0.3.1

- Stop forcing updates: server-facing commands run on older builds;
  a newer release is only a non-fatal note: reminder
  (COMMITOR_ALLOW_OUTDATED=1 suppresses it)
- Bump crate and npm package to 0.3.1 (kept 1:1)
