Changes needed to upgrade dependent mainline/labs repos to the latest runner image and use the .NET 10 SDK.
We now only depend on the 26100 SDK, and end users no longer need to install the 19041 SDK. All documentation needs updated to reflect this.
This PR alone does not change our MSBuild dependency. The windows-2025 runner is using msbuild 18, but
mainbranch stays back-compatible with msbuild 17 until we upgrade to .NET 10.This PR also does not change the TargetPlatformVersion or the
TargetPlatformMinVersion/SupportedOSVersion.Built and tested locally both individual components and the fully gallery app.
