plan-flow 0.6.2

First public release.

Writes implementation plans with a frozen intent, a tested edge-case matrix and an annotated code map, then executes them task by task with /plan-flow:execute-plan, each task in a context scoped to that task. Ships working agreements for how code is written, a comment-budget hook, and a progress pane that follows a plan being executed.
