/pr-tickets:jira <pr> triages what a review-flow review deliberately left unposted — pre-existing problems and deferred work — and files the ones worth tracking as Jira issues, after verifying each against the base branch.

Requires review-flow, Jira tooling that can create issues — for example claude plugin install atlassian@claude-plugins-official — and a .claude/pr-tickets.json in the repository; see the README. When the Jira tooling is missing, the command now names that install command.
