Adds Illuminate 13 to the supported range and drops Illuminate 11, which reached end of life on 2026-03-12.
Illuminate 13 requires PHP >= 8.3, so the 8.2 leg is excluded from the matrix. Verified locally against both 12 and 13: 127 tests, PHPStan and Pint green.
