The arm64 kube-cross image previously only included the gcc-x86-64-linux-gnu cross-compiler, limiting its ability to build for other architectures. This change adds crossbuild-essential-ppc64el and crossbuild-essential-s390x packages, enabling the arm64 image to cross-compile for ppc64le and s390x architectures, matching the cross-compilation capabilities of the amd64 image.
