Background dictation lifecycle hardening release. This release strengthens recorder, dictation session, and dictation loop behavior for background desktop use, including stale recorder cleanup, streaming provider/session invalidation, disabled-state guards, microphone restart handling, and expanded regression coverage. Verified with npm run typecheck, npm --prefix apps/desktop run lint, npm run test, cargo check, and npm run build.
