Six workflows fire in 8 of 8: `noema-review`, `opencode-review`, `pr-review-merge-scheduler`,
`sast-semgrep`, `security-scan`, `strix`; `codeql-pr` in 7 of 8.

**The ceiling limits concurrent jobs, not runner-minutes, and that inverts the gate.** Within
`strix.yml`, over 20 runs / 100 jobs, the `strix` job is 20% of the job count and **98.7% of the runner
time**; the four gate and support jobs are 80% of the count and 1.3% of the time. The dependency graph
keeps peak demand at three concurrent gate jobs of about two seconds each, then one long job — so "a run
costs five slots" is wrong. What is right is sharper: `changed-scope` and `admit-current-head` are the
jobs that decide whether to **skip** the expensive scan, and they must win a runner slot to do it. The
cheap decision not to work queues behind the work. It cannot be moved to a trigger filter — `CLAUDE.md`
forbids `on:` filters on required workflows and the changed-file list is not in the event payload, so a
runner is genuinely required. **This is a property of the design, not a description of every queued
head:** on run `34053771400` all three gates got runners and finished, and `strix` itself was the job
waiting.

**Merging the two gate jobs was verified safe and deliberately not done.** Identical permissions,
byte-identical event-based `if:`, five outputs with no collision, and neither job name among `main`'s 12
required contexts. Against that: the gain is one fewer slot acquisition out of 18 per head (~5.5%) for a
two-second job, the occupancy gain is zero, and the cost is a governance-critical required workflow plus
three assertions in `scripts/ci/test_strix_quick_gate.sh:202-205` — one of them a *negative* assertion
("concurrency is not delayed until job admission"), which has no obvious translation to a merged shape.
`changed-scope` is defined in three workflows and `admit-current-head` in three others (five distinct
definers), so the names are a cross-workflow convention rather than strix-local. Unverified by anyone:
whether sibling repositories carry local classic protection naming these jobs.

**Strix failures cost far more than strix work.** Splitting job time by `runner_id` on `.github`:
successful `strix` jobs hold a runner for a median of 12.8 minutes; failing ones for 74.8 minutes, up to
208. The failing step is the same in every sample: `Run Strix (quick)`. Cross-repository comparison is
**not available** — since the sidecar step entered `strix.yml` on 2026-08-27, sibling repositories
produced 51 runs with exactly 1 failure, so there is no comparable population. An earlier reading here
that called this a `.github`-specific property was retracted: it compared samples from 2026-06 against
samples from 2026-09, which is a workflow-version difference, not a repository difference.

**A failing scan is not a scan that produced nothing.** Run `34042651085` ran 119.4 minutes, consumed
869.3K input tokens, and emitted a complete written assessment — credential handling, job gating, retry
loops — before failing closed with `STRIX_PROVIDER_UNAVAILABLE: contextual-orchestrator/orchestrator/free
exhausted`. The report is **retained**, not discarded: `strix-reports`, 33,831 bytes, unexpired. What the
`failure` conclusion withdraws is the report's standing as evidence, not the artifact. Two consequences
follow, and only the first is an engineering task: widening the free pool (Bytez, OpenRouter — backlog
8-11) delays exhaustion, while accepting an already-generated report as evidence is a **policy** decision
for the owner, cheaper than it sounds because the input is already on disk. `LLM_TIMEOUT=0` at
`strix.yml:943` is deliberate and must stay; the reverted `#1889`/`#1890`/`#1892` are the precedent.
A "stop at the first provider-unavailability signal" design was drafted and discarded here: searching the
step's output for all 13 `backend_unavailable_signal` patterns returns nothing between step start and
failure. The step emits 47 setup lines, then nothing for 119.3 minutes, then 239 lines at exit — silence
or output buffering, indistinguishable from the runner's receive timestamps. **Any continuation-boundary
fix needs an in-run signal that does not exist today; producing one is not a timeout.**

**The central CodeQL lane leaves no analysis record anywhere.** Across 8 repositories, every CodeQL
analysis comes from GitHub default setup, a repository-local `codeql.yml`, or a repository-local
`security.yml` — and in `life-os`, from nothing at all. Name the producer carefully: `codeql-pr.yml` is a
dispatcher whose steps deliberately fail to release the runner, so "0 analyses from `codeql-pr.yml`" is
its designed value; the executor is `codeql-scan-dispatch.yml`, and *that* name appears in no analysis
record either, because it has never succeeded (`#1929`). Two independent axes agree — run outcomes and
the SARIF store. In the closed window `2026-09-06T12:00:00Z..19:00:00Z` (exactly 7.00 h, so the figures are
reproducible rather than drifting with an open-ended `>=`), `codeql-scan-dispatch` is **354 of
`.github`'s 1691 runs — 20.9%** — at **3.58 dispatches per `codeql-pr` run**, because it fans out one
run per detected language. The repository's whole rate over that window is 242 runs/h. Those are **not** duplicates: the
concurrency group keys on `{repo}-{pr}-{required_language}` while the run name omits the language, so any
title-derived key conflates them. Occupancy is not established — these die in seconds at the actor gate.
**The planning consequence is that fixing `#1929` converts 368 cheap no-ops per 7 h into real scans that

short page, so not truncation: `html4tree`'s only language is Kotlin and 300 consecutive analyses cover

audit's `2` and `true`). The workflow was red the whole time, for an unrelated subject, so its redness
carried no information about coverage. `#1987` gives the coverage step `if: always()`; the bootstrap step
that opens pull requests deliberately does not get the same guard, because it reads
`$RUNNER_TEMP/codeql-coverage-repositories.json` which the coverage step writes, so guarding it would open
pull requests off a list built in a degraded state. `#1989` then closed a second hole in the same
detector: it accepted `default_setup_state == "configured"` as coverage even with an empty `languages`
list — the live shape on `life-os`, `aFIPC` and `inkspan` — and printed `PASS: all 0 repositories have
real CodeQL coverage` on an empty payload, and `PASS: all 1 repositories` on a payload of one archived
repository. It now counts what it examined rather than what it was handed. **Whether the audit's
assertion or the ruleset is the stale side is an owner decision and is left open: every session here
pushes as one GitHub account and cannot approve another's pull request, so a two-approval requirement is
unsatisfiable under the current identity arrangement.**

sampled runs, none bare. Every production dispatch run was filtered out before the
`event == "repository_dispatch"` branch written to read it, so `already_running` never suppressed a repeat
and `stale` never populated. `#1983` fixes the matcher. A third site survives it:
`dispatch_strix_evidence` builds `busy_refs` with its own inline `run_data.get("name") == workflow`
(`core.py:3800`), ANDed with a clause that would work, so that branch is unreachable too — 100 of 100
Strix dispatch runs since 2026-08-31 carry the rendered form. Not fixed here because `#1986` was in
flight on the same file.

**Four numbers this pass published and withdrew.** Recorded because three of them were quoted onward
before correction, and because the failure mode is the same each time — a value one step removed from the
fact, read as the fact.

(recounted from `git log`, a different instrument from the API window that failed), each fanning out to
about 17 workflows, so the queue-depth figures sessions quoted to one another included their own
footprint. **A queue-depth reading is not independent of the reader when the reader is also a producer**,
and queue depth is a value at observation time, not a trend — judge draining or filling by flow (created
versus completed within a window whose true span you compute), never by comparing two depths.

**Closed with no work required: the `ghs_` installation-token change.** GitHub's notice that App
installation tokens move to a stateless format and may reach roughly 520 characters is a real
forward-compatibility risk for code that assumes a token length. It is not one here, and this is
recorded so the item is not re-investigated as an open risk. Three axes, all negative:

Both redaction patterns are open-ended — `gh[pousr]_[A-Za-z0-9_]{20,}` and
`gh[pousr]_[A-Za-z0-9_]+` — and `s` is already in the prefix class, so `ghs_` was always matched. The
fixed-width regexes that do exist (`^[0-9a-f]{40}$` for head and base SHAs, `^[0-9a-f]{64}$` for the
invocation key) constrain their own subjects correctly and no token passes through them.

**What that claim is worth:** the behavioural line is positive evidence; the other two are bounded
searches, and an absence found by grep is the most truncation-vulnerable kind of claim there is — a
length constraint expressed some other way would not appear. The honest form is "a 520-character token
demonstrably round-trips, and no length assumption was found where two independent searches looked".

**Owner decisions surfaced and not taken here:** the `#1929` dispatch actor variable; the two ruleset
drift reasons; whether an already-generated Strix report can serve as evidence when the provider pool
exhausts afterwards; and whether `life-os` and the five repositories with unscanned languages get
default-setup coverage matching their stacks.
