chore: integrate fail-closed Strix wrapper with NIM fallbacks

Temporary integration PR into #733's feature branch. It combines the independent wrapper fail-closed contract from #587 with the same-provider NIM fallback chain. The resulting feature tree is used to repair #734 without making provider exhaustion a neutral success.
