🎯 Why: 시각 장애인이나 마우스 사용자에게 비활성화된 버튼의 목적을 명확히 알려주기 위해, aria-label과 동일한 내용의 툴팁을 추가했습니다. Tailwind의 disabled 스타일이 유지되도록 기존 disabled 속성은 그대로 두었습니다.
📸 Before/After: 버튼에 마우스를 올렸을 때 툴팁이 나타납니다.
♿ Accessibility: 스크린 리더와 마우스 사용자 모두에게 아이콘 전용 버튼의 목적을 더 잘 전달할 수 있게 되었습니다.
