#152 merged without a changelog entry.

It belongs there: it closes a case where the computer router's access guard was never called for anything under /policy or /fleet, and it changes start-up behaviour. A package declaring a Bot called policy or fleet is now refused, and a deployment that already holds one refuses to start and names it — which a reader upgrading needs to know before they hit it.

Credited to @beardthelion, who reported and fixed it.
