Add Loading Skeletons

Description
Improve the user experience by displaying loading skeletons while notification data is being fetched. This prevents empty screens during data loading.

Acceptance Criteria
Skeletons appear while data is loading.
Skeletons disappear once content is available.
Existing UI remains unaffected.
