Replace stale scaffold with versioned developer docs IA

What changed

• replaces the stale claim that API contracts are unpopulated
• introduces a version index and a v1 documentation information architecture
• anchors v1 docs to the current 1.0.0-draft Device/Command/event boundary
• records actual SDK/tool maturity and planned documentation areas without presenting them as delivered
• preserves tenant, canonical-ID and provider-boundary documentation rules
• adds a retained Documentation CI check for the versioned structure
