Adds new config options:
settings.elementSpecific.requireElementToRead- Players must have the element for the scroll they are reading to understand it.
Adds permissionCanBypassBindHooks to each individual ability config. Setting this to true makes the ability unlocked by default for all players who have permission to use that ability.
Attribute leveling for these bypassed abilities begins from level 1, not the unlock level. You can disable leveling an ability entirely by just setting maxReads to 0.
Other minor improvements:
- Improves /scrolls progress output
- Improves can bend and can bind hooks, fixes some issues like toggling bending not working.
