What changed since 0.2.1
Publication is now deny-by-default. A skill is published only when it is explicitly
admitted by a reviewed eligibility policy, and every remaining target carries a recorded
exclusion reason.
The published set is 29 skills, down from 33. Five effectful workflows are excluded
pending explicit effect assessment:
- Arc command execution
- Arc EF Core migrations
- Chronicle event-type migrations
- Chronicle reactors
- Live Chronicle CLI operations
Three earlier exclusions are unchanged: one local/private target and two MCP targets.
Also in this release:
- Complete reference, resource, and MIT license closure for the published payload.
- Local identity simulation guidance is explicitly localhost-only.
- Event modeling no longer implies that a ready slice authorizes branch, pull-request,
merge, or publication effects. - The verifier pins the exact eligibility policy and schema digests and refuses to publish
the excluded skill payloads.
Verification
All seven protected checks pass on this exact tree: exact-inventory,
canonical-byte-parity, native-manifest-parse, checksums, fixture-provenance-record,
pack-install-smoke-uninstall, canary-rollback-simulation.

What this is not
Nothing here is supported. Publication, provenance, installability, compatibility, tested
behavior, and support are independent facts, and only publication and provenance are
claimed. Executable and MCP behavior, broad rollout, 1.0.0, and any support claim remain
out of scope.
The immutable v0.1.0, v0.2.0, and v0.2.1 releases are unchanged.
