• Inspect each provider's effective tier model through ProviderTierResolution.ResolveTiersFor, also available as ResolveTiersFor from @cratis/ai. Results identify stored, derived, borrowed and subscription-alias models, or explain why a tier cannot be served. (part of #345)

Fixed

• A stored tier mapping whose model is absent from the provider's last successfully discovered catalog is refused with a reason instead of calling that model. Pools try the next member without recording a rate limit. Before upgrading, inspect production providers with ResolveTiersFor and change or clear refused mappings, including mappings saved automatically during initial discovery. (#345)
