Added
The always-loaded rules state that the user's instructions take precedence over guidelines in a skill. This never overrides safety rules or hooks. (#754)
The skill-authoring lint warns when two skills' Use when triggers overlap strongly (token Jaccard similarity of 0.4 or higher). The warning is advisory and never fails verification. (#754)
The rules now carry three safeguards that previously lived only in skills, so a competing skill can no longer drop them: never copy secrets or personal values into models, notes, state or briefs, or use real data in examples; legacy extraction uses Git read-only; and committed or applied EF Core migrations are append-only. (#754)
Changed
Twelve skill descriptions have sharper, distinct triggers and point to their sibling skills, so similar skills no longer compete. This covers the Chronicle Elixir, Kotlin and TypeScript clients, Arc validation and queries across languages, the React and slice specification skills, and the CodeScene refactoring and safeguarding skills. (#754)
