Fixed

• When Ante shuts down while a reactor is still finishing an event, a status notifier can fail because the host has already disposed its service provider. Ante used to log that as a warning. It is expected shutdown noise, so it is now logged at Debug with a "host is stopping" message, both while Recorded is announced and after the outbox append. Every other notifier failure is still logged as a warning.

The Error-level "observation stream errored out" logs seen when the Chronicle kernel stops come from the Chronicle client and are tracked upstream in Cratis/Chronicle#4373.
