Fixed
An organization name that a host released can be registered again, and the new registration is now published to the host. Before, the registration succeeded locally but was never forwarded, because the outbox kept its own copy of the name's uniqueness claim (#138).
Ante's organization-name and one-use invitation constraints now apply only to its event log. The outbox carries only copies the event log has already validated, and #135 made each forward idempotent.
This needs Chronicle 19.23.0 (constraints scoped to event sequences, Cratis/Chronicle#4398). Ante now uses the 19.23.0 client and requires kernel 19.23.0 or later.
deployment.md explains how registrations stuck before the upgrade get forwarded.
