.NET 10 packages are updated from 10.0.12 to 10.0.13, and System.Security.Cryptography.Pkcs and System.Security.Cryptography.Xml are pinned at 10.0.13. This fixes advisories GHSA-2fmv-rv2c-59x7, GHSA-846f-f764-76mx, GHSA-c399-9853-6jmj, GHSA-7hqp-7c5m-4vq6 and GHSA-r955-8q5j-3h83. Microsoft.OpenApi moves to 2.12.2, which Microsoft.AspNetCore.OpenApi 10.0.13 requires. (#3282)
