Fixed
When the tenants endpoint is unavailable, users now see a "Service unavailable" page with HTTP 503 instead of being told they have no organization; API requests get a 503. (#137)
Sessions that no longer have a forwardable identity during tenant selection are signed out. Browser navigations return to provider selection with an invalid-session explanation, while API requests receive HTTP 401. (#137)
