Summary

Fixes the one defect in #4017's restoration, found live at deploy: the restored ISequenceQueries kept its [Service] attribute, so the canonical descriptor advertised a service the 18.x kernel does not serve — and every 18.1.1 client refused an 18.1.0 kernel at connect:

The Chronicle server at chronicle-1… does not serve the contracts this client expects. … The server no longer serves 13 things this client expects: SequenceQueries (the service is gone…), SequenceQueryDefinition, SequenceQueryScope, …

The interface is type-only now, exactly like IEventSequences and IEventTypes in #4017: the types exist for assembly-level compatibility with 16-linked libraries (Stage 3.11.0), not for the wire. The regenerated descriptor is verified strictly additive against 18.1.0's — no removed or changed services, methods, messages or enums.
