Summary

Removes the 16.45 contract-surface restoration that #4017 added, keeping that PR's real fixes (the in-process testing pipeline's missing IHttpContextAccessor registration and KernelInstancesOf isolation of the host application's command filters and authorization opinions from the kernel side).

The restoration was the wrong shape: Chronicle exposes capabilities through Commands and Queries defined in Core, with everything else generated from them - resurrecting the old hand-written gRPC contract types beside the generated surface cuts against that grain, and the restored ISequenceQueries advertised a service the kernel does not serve (caught live by the connect-time compatibility check in #4018, which then reduced it to type-only). Consumers that still link the removed types - Cratis.Stage 3.11.0 - are being refactored onto the 18.x generated APIs instead, where every capability the old surface had already exists: captures (SaveCapture/StartCapture/GetCaptures/ObserveCaptures), event types, sequence queries (IEventSequenceQueries), webhooks, recommendations, seeding.
